Anyone who carries out construction work in Quebec must hold a license from the Régie du bâtiment du Québec (RBQ), unless exempted by law. You must therefore hold a license if you are a: (1) Construction contractor who performs or has work performed for a third party, but also who tenders, solicits clients or places an advertisement in a newspaper or elsewhere. (2) Developer who undertakes by contract to sell a building (house, condominium or other) or a street that he has built, that he has had built or that he promises to build or have built. (3) Owner of a building, equipment intended for use by the public or an installation subject to the Building Act who himself carries out work for his own account; you must then hold an owner-builder license.

Au Québec, quiconque exécute ou fait exécuter des travaux de construction doit détenir une licence de la Régie du bâtiment du Québec (RBQ), à moins d'en être exempté par la loi. Vous devez donc détenir une licence si vous êtes un: (1) Entrepreneur de construction qui exécute ou fait exécuter des travaux pour un tiers, mais aussi qui soumissionne, sollicite des clients ou encore place une annonce dans un journal ou ailleurs. (2) Promoteur qui s'engage par contrat pour vendre un bâtiment (maison, copropriété ou autre) ou une rue qu'il a construit, qu'il a fait construire ou qu'il promet de construire ou de faire construire. (3) Propriétaire d'un bâtiment, d'un équipement destiné à l'usage du public ou d'une installation assujettie à la Loi sur le bâtiment qui exécute lui-même des travaux pour son propre compte. Vous devez alors détenir une licence de constructeur-propriétaire.

This dataset includes all license holders registered with Régie du bâtiment du Québec (RBQ). Each business is registered with licence number, licence status, licence owner name, address location, licence issue date, insurance company, Québec business number (NEQ), update dates, etc.

In 2016, the Government of Quebec and the municipalities of Gatineau, Laval, Montreal, Quebec and Sherbrooke joined their efforts to create the new open data portal, Données Québec. Data Quebec adheres to the principle of open government and aims to providing better access to open data of public interest; giving citizens the opportunity to interact with the organizations disseminating the data; simplify the use and cross-referencing of data; facilitate citizen participation in the development of innovative solutions; increase the transparency of public administrations. Since 2017, the Government of Quebec, through numerous initiatives, has promoted the opening of data and its reuse. The 2021-2023 Open Government Action Plan is part of the continuity and the search for greater transparency within the administration. This is the third plan for Quebec and the first since Quebec joined the Partnership in Open Government and co-created with civil society.
